Obama wanted to notify members of congress and the Senate but no one in the White House knew where they were located or if they really existed.
They had heard about congress, and some had even read about congress in old history books. But no one in the administration has actually seen, heard or talked to anyone from congress.
Many younger members of the administration don’t think congress is actually real. They think it is something like Valhalla or Pandæmonium or Xanadu.
