I think you are on the right path.

Not that SEALS wouldn't obey their commander, but that the C0C would not put such a sensitive operation at the risk of military professionals.

Some folks have guessed CIA, but I think that State Ops is a better bet.

Or maybe they borrowed someone from BATF or Interior.
