Yes, Clause 5 of Section 2 of Article I says that the HoR has sole power of impeachement. All I know that regardless that the HoR impeached Clinton, he was still in Oval Office chuckling because of the popularly elected Senate. I guess that I do not understand the impeachement process.
Also, given that the allegations of Obama giving aid and comfort to the nation's enemies are true, I wish that somebody in DC would try to throw Section 3 of the 14th Amendment at him.

It simply means that the HOR found that there is sufficient evidence that the President (or other Federal office holder) comitted “treason or other high crimes or misdemeanors” and may possibly merit removal from office. Too often, people mistakenly think impeachment is the same thing as removal from office, which would be equivalent to a conviction in a criminal case. The Senate has the sole power to conduct a trial and remove an impeached Federal officer from his/her office. In short, Clinton was indeed impeached, but there were insufficient votes in the Senate to remove him from office.
