Why is it we always learn of breaches of security and theft of information or identity, but never do I hear anyone has been caught, much less prosecuted? Hard to believe in these times the authorities cannot locate the culprit.

I posed that question to my bank and was told (unconvincingly) that they do catch people, just it's kept quiet. I would think it would be the opposite - publicly tar and feather these people to deter more theft.
