The only reason was because Obama ultimately wanted to release them all.

This should concern all of us. Remember how Bill Clinton issued tons of pardons on his last day as president? Suppose Obama plans to keep delaying doing anything about Gitmo, then issues pardons on his last day on the job. Legally, not sure if he can do that, because these prisoners at Gitmo are not tried and convicted. But, the way he has taken to ruling by decree, I would not be surprised if he releases them on Jan. 19, 2017.

To paraphrase Al Gore, where is the controlling legal authority on dealing with the Gitmo prisoners? Is it all at the whim of the president, to release them whenever he sees fit, without any legal procedure taking place?????
