Maybe its because so many inner city people have an “I dare you” attitude about traffic.
I hate going in town because of people who seem to deliberately wander out into traffic and then take their time about it. Maybe stop and yell at someone on a porch or wait for someone to catch up.
While the white motorist is stopped in the middle of the street he is exposed, vulnerable, and subject to attack.
I worked in the Hunting Park and K&A areas of Philly in the late 90s. I fully get what you are saying.
One more thing;
It is high amusement in certain areas of Philly for blacks to speed their cars directly at white pedestrians. They enjoy seeing the look of terror and the mad scramble of the white pedestrian to get out of the way.
It’s what they do!
Why would you want to stop for them when they have the entitlement and “I dare you” mentality who intentionally take forever to cross the street as his way to stick it to the man?
