The article doesn’t say that it was an off-duty or overtime type of assignment. It sounds like it was just a regular duty day for the 30 officers assigned.

When I was on a force, EVERY such event was voluntary extra-duty. No one had to participate.

Providing crowd and traffic control at special events is part of their normal duties.
