I don't know and I think if you go off to a known enemy of the United States, it should come as no great surprise that you will be kidnapped.

While I was over looking for that travel warning. I stumbled across this.

No blame there, just a very legitimate question. Traveling to places where they treat even their own people poorly seems like a bad idea, especially since they don’t care much for the US.

Some people like the idea of visiting a “forbidden” land.
I saw a documentary on North Korea that showed it to be a very clean and civilized nation. It was good enough to make one want to go and see if it is real or a total fake.
