I heard a rumor that FedGov owns a bunch of land out west. Maybe they could use that for military bases if/when the current ones are under water.

Probably wouldn’t work to replace Norfolk though...

Correct me if I’m wrong, but I believe the Navy actually LIKES water.

The San Joaquin and Sacramento river valleys would make a great Naval base. The floods come in through the San Francisco delta region and fill both valleys to a depth of about 120 feet, protected on all sides by the coastal, transverse and Sierra Nevada ranges.
Gets rid of San Fagcisco and Sacracrookto at the same time.
