The law pertains to do-gooders who open up a “soup kitchen” on the street with no regard for the community at large.
People can open soup kitchen that have planning and permits.
I just cannot see the benefit in regulating these charitable works to death. Its precisely this kind of thing that causes the dependency on government, as it replaces what ordinary citizens are often capable of and willing to do themselves.
If I want to go into a city and help the homeless by providing a hot meal, should I really be jumping through a million hoops and fine-print documents?
I get your point but try opening a soup kitchen in one of those cities.
Now if they were creative they would call it a restaurant and charge 10 cents per meal.
