Because females would be inhibited from leaving tangible evidence of who their partners will have been--especially when it could only be deemed to represent what they were willing to do and may never have done--they're not going to be interested in doing the paper-and-ink deed. It'll be even more avoided than male condom use.

Males will quickly realize this bill has a dramatic, downward effect on their chances of getting laid, hence freedoms will clearly be seen to have been curbed by politicians.

Non-sober females will quickly claim their document was signed under "under the influence", leading to even more guys facing legal expense and regret, sometimes just to spare her honor in her daddy's eyes.

Even if it makes it into law, pushed by whack-job politicians, it'll get repealed much more quickly than prohibition.

This will go nowhere fast.
