He speaks rather softly, like Harry Reid, but mutters a lot more. I read that prior rescuers were under orders to ‘put him down’ were they to come in unexpected contact with Bergdahl. The belief was that he was capable of attacking his own rescue team members.
If that's the case, it wasn't a "rescue". They were eliminating a threat that could provide sensitive information to the enemy.
After a few months, they must have decided that he had already done all the damage he could do, and wasn't worth the risk to get him back with a tactical operation.
