odd ... I went right into the article. There is a requirement that ‘cookies’ be allowed by the viewer but signing up was not requested when I entered. Are ‘cookies’ being allowed by you from the linked site? If ‘cookies’ are being allowed by you, don’t know what policy is on posting info ‘excerpts’ from that site but will review.

Instead of excerpts am going to type out main points within the article.

The ruling family of Qatar is supplying money and arms to the rebels against Assad in Syria. The supported the moslem brotherhood in Egypt. Supported the rebels in Libya. Qatar's ruling family want the Obama administration more involved in Syria. A top diplomat visited Obama in Washington in 2013. The goals, as stated by the ruling family of Qatar, are for more corporation between Obama and the ruling family of Qatar. Qatar is small in land mass but has been sending as much money into the regime changes as the Saudi royal family, to the tune of billions. There has been corporation between the ruling family of Qatar and Saudis royal family. The article eludes to the goals of Qatar and the Saudis being one and the same.
