“So how do we define a “Prisoner of Conflict”?”

A prisoner of war is a “Prisoner of Conflict”, a hostage is a “Prisoner of Conflict”, and a number of other priosoners and detainees are also a “Prisoner of Conflict”.

This apparent deserter was reportedly not listed by the U.S. Army as a prisoner of war (POW). What his status and circumstances were while detained by the Taliban is yet to be determined.
