The directives to those who are supposed to check are "blanket" because enforcement is more simple.There are things to carp about regarding the military. This is not one of them.

Service members blindly executing without using the brain God gave them is a serious cause for concern from where I sit. The guy who kicked him out can easily be replaced by a robot. No human judgment necessary.
