Aah, the old sealed affidavits and warrants trick .... my guess is that someone (NSA) heard him say, “I’d rather slug down ricin that eat those Moo lunches”, which then set the ball rolling to involve the Secret Service, FBI, etc.
I agree ... not impossible. This one has ‘baffling’ written all over the BOLO. Wonder if the guy even knows he is being hunted?
