Congress "needs to be careful not to intrude on the discretion that the Executive Branch should normally have," Deal. The Congress will stay out of the affairs of the Executive Branch if the Executive Branch quits trying to do the job of Congress -- such as enacting statutes and unilaterally amending existing laws.

Congress "needs to be careful not to intrude on the discretion that the Executive Branch should normally have," The executive branch should have limited discretion in following the law and their budgets.
By eliminating the omnibus budgets the congress can more precisely define the discretionary limits of the administration.
As it is now the executive and the congress battle over the number of billions and then the executive spends it as they please. The congress has no control other than the hearings they convene with are mostly theater.
