Its not even debatable anymore.Wait a minute....I thought that every crime against Blacks by non-Blacks was a hate crime. Then there's those millions upon millions of "subtle racism" hate crimes that go on in all non-Black folks mind year in and year out.
Surely you can see that your premise is faulty.....(really needed? > /s)
