Market economics at work, and this is a prestige thing for Ballmer. He has the $$$ and WANTS to to own a team. This is probably his only chance in the near term to make that happen.

Remember that old Warren Beatty movie "Heaven Can Wait" (I think?) NFL quarterback bound for the Superbowl dies as a result of a celestial screwup so he's given the chance to inhabit the body of a recently deceased billionaire. And buys his old team by matching the extravagant amount the owner throws out when asked "how much to sell?"
