Congress is perhaps too cowardly to put their intentions so clear and overtly stated.
Consider how they do their little hand-wringing song-and-dance when confronted with unpopular policies, especially when they can do something about it — the Federal Reserve, the NSA's domestic espionage, judicial overreach, or executive overreach.
