As I understand it, landlords have to sign up to take Section 8 tenants. I would guess that there will be incentives given, to “encourage” landlords to rent to Section 8 tenants.

I’ve talked to some property owners, who have done this, and have said never again would they rent to Section 8. Between the paperwork/bureaucracy required, and the fact that you get a low class of tenant who tends to tear your place apart, it just isn’t worth it.

They jack up the rents when the government is paying, which hurts those not on the dole

I would avoid, by all means possible, ever renting to Section 8. Once they infest a neighborhood, the blight metastasizes like cancer.
