Why does it have to be an “or” condition?

Because repeal Obamacare in its entirity and you take away the insurance premium subisidies and additional Medicaid funding that make Kynect possible. You can still have the exchange but with little or nothing to offer on it.

"Why does it have to be an “or” condition?"
(Sen)ile Mitch "RustlerGATE Reid's *itch" McConnell (Himself-GOP/e); Is suffering from "Dick Lugar
syndrome"
it's where you sell-out your beliefs/honor (*snicker*) and your state to very corrupting
"insider Washington interests", while attacking your political base. Physical attributes; you walk around
(proverbial) w/your head-up your @$; usually a fatal political condition, if the voters notices it.

It’s an “or” condition because of the Federal subsidies.

The KY governor is basically saying that he loves the KY system, but doesn’t want to actually pay for it.
