When somebody ,like Clinton, looses $6 BILIION Dollars out of an $8.7 Billion budget, a loss of almost 3/4ths of money appropriated..
I would call that " GROSS INCOMPETANCE AND GROSS NEGLECT "
which would typify what I would expect of a Clinton administration following up a 17 TRILLION deficit run up by the current administration.
