First, there’s nothing currently that prevents people from asking this to happen now. Anyone can ask. Secondly, how does the government have power and jurisdiction to grant this kind of power to loved ones, “intimate partners”, friends, family, etc? It just sounds absurd.

Conservative Apartment Owner: "You are past due on rent again. Pay me or I'll kick you out".
Tenant: "Ok. I'll get you a check tommorrow".
...Tenant shuts door...goes to phone and dials 9-1-1.
911: "911 what is your emergency"?
Tenant: "My landlord just said I was pasth due on rent and to pay him or he will just kill me".
911: "What does he look like"?
Tenant: White, no smile, big, flexing muthles. He just got in his vehicle and left".
911: What type of vehicle"?
Tenant: "He drithses an evil SthUV with licenth plate "FREEPER" on it. It also has a Cruzth/Palin bumperthicker and a terrorist flag on it...the yellow one with a rattlesnake. He also hasth an NRA sticker on the window. He also owns guns I know".
911: "We are on our way. A judge will fax over a pre-signed search warrant to our responding officers".
Tenant: "Thank you tho muthch! You are so thaweet!"
