Let me guess... government bureaucrats get to decide who is "permanently unstable?"

Of course! Who is better qualified?

An important decision like this should never be left to a trained psychiatric professional! (Unless, of course, said trained professional is utterly pwned by the government, say by a nice fat NSA file chock full of embarrassing personal details and legally actionable items...)

No need for an NSA file and personal blackmail if the government could just control all aspects of a doctor's business including billing rates, diagnostic parameters, prescribing parameters and testing parameters.

In comes 0bamaCare and Viola!
