I don’t think that is entirely correct except as it relates to when he is juxtaposed against the Kenyan. Most of us know he is a KGB thug but the one difference between him and the Kenyan, is Putin seems to do what is right for his country.

He just presold an enormous chunk of his nation's future natural cash flow to the Chinese for what is effectively a high-interest loan.
He will retire from office a billionaire, though.
