When some criminal organization gets too big for its britches, in past the FBI has sent them a message to cool it. Not necessarily to stop being criminals, but to keep it out of public view.
What few people realize is that criminals and the police follow their own set of rules. They do so to keep the bloodshed down. If they follow the rules, criminals will be arrested and put into prison. If they don’t, the criminals don’t make it to trial.
Interesting, and from what I have seen America descend to, believable.
Reminds me of John Dillinger. The word out was NOT to take him alive.
