One of the things the Art of War teaches is to let your enemy supply you inasmuch as possible and to deny him supplies from afar [i.e. make his army have to carry everything they need, as it tiers out his soldiers and places more concerns on them]. — .223 is a very common civilian round, so to destroy it would be to deny it falling into their enemy's hands.
