A 26-year-old man is accused of forcing a 5-year-old girl to smoke marijuana, police said.
Marquise Rashad Harris-Hill was arraigned Monday on a five count grand jury indictment that charges him with first-degree criminal mistreatment, third-degree assault, unlawful application of a controlled substance to the body of another person, unlawfully causing another person to ingest a controlled substance and unlawful delivery of marijuana to a minor.
Fairview police confirmed the arrest that happened Thursday May 8, 2014 in the 2700 block of Northeast 205th Avenue.
According to a probable cause affidavit filed in Multnomah County Circuit Court, an anonymous caller reported that they could hear a child being beaten in a nearby apartment.
Officers met with Harris who allowed police into the apartment to check on the child, court documents state. The girl was found sobbing, wearing only underwear and standing in the corner, court documents state. The girl’s head had been shaved, police said.
Police immediately noticed the child “has visible bruises all around her torso,” including her chest, deputy district attorney Ryan Lufkin wrote in court documents.
A belt was seized as evidence after police found “welts” across the child’s arm, court documents state. Investigators said the child told them that she had been hit with the belt.
Lufkin described the belt as heavy, “with metal protrusions” throughout. Other officers described it as a “studded belt.”
Harris said the he “whipped the child at the direction of the mother,” court documents state. No criminal charges have been filed against the child’s mother.
When investigators at a Portland child abuse assessment center interviewed the girl, they learned that she was struck with the belt because she didn’t brush her teeth, court documents state.
The child also told staff at the assessment center that Harris had “forced her to smoke marijuana,” Lufkin wrote in court documents.
Harris “unlawfully and intentionally and knowingly” delivered marijuana to the child, court documents state.
Child abuse investigators took a urine sample for testing. Lufkin declined to comment on the results citing the on-going nature of the investigation.
Police declined to comment on the child’s relationship to Harris but said he is not the biological father. Family members who attended Monday’s court hearing also declined to comment.
Harris is scheduled to be back in court June 30. A trial date has not been scheduled yet.

Same point I made yesterday with the little girl forced to eat feces. Although there are notable exceptions, the shack-up trend doesn’t serve children very well.
The divorce/cohabitation paradigm has been going on for a long time. And now, they’re legitimizing the same libertine potheads another way. It’s all part of the trend of legitimizing slavery.
