Subcontract the entire operation to the Japanese.

Japanese prison cell: one inmate per, perfectly clean, white box in the center of the floor. When signaled, all inmates sit in the white box on the floor, until told to stand. Don't sit in the box? A squad of guards shows up with long hard rubber truncheons. Conscious, or unconscious, inmate is sitting in box when the guards depart. Repeated as often as necessary.

Actual news story:

Reporter: but what if they don't want to sit in the box?

Guard: they are criminal, they are here to learn to obey. They will sit.

One of the lowest recidivism rates in the world. It's almost as if the criminals don't want to do things that would get them sent back to prison.
