Oh, that explains it; Fisher failed to get 15% at the convention, but claimed that the MA GOP had cheated in the vote count and sued the MA GOP, and the MA GOP allowed him to get on the ballot as part of an agreement to have the trial on his claims held subsequent to the primary. Obviously, if the MA GOP did cheat in the vote count, then saying that it tried to kick him off the ballot would be a rather nice way of describing its despicable behavior, but if the vote count was fair and Fisher couldn’t get 15%, then the MA GOP was just following the rules when it initially declared that only Baker qualified for the primary ballot. (Whether a 15% threshold at the state convention should be a prerequisite to get on the primary ballot is another matter altogether; I think that the system works very well in Utah, but in a state like MA where party-convention participants may not be true Republicans it might result in conservatives not even getting the chance to make their case to primary voters.)

Yeah in Utah state convos keep the ballots clear of countless desultory yahoos and negates any need for a primary runoff.
In MA though I would gather it’s tool of oppression for the state party to stifle conservative opposition with.
