A huge amount of retirees live in the San Antonio area from Lackland, Randolf and Kelly AFBs as well as Fort Sam Houston. San Antonio is also home to the Air Force Village a retiremenmt center exclusively for military retirees.

Beyond that, Lackland AFB is the only place the USAF does basic training. Now consider that uncontrolled infectious diseases (TB, measles and polio) could be introduced by the aliens in those close confines. This is a disaster waiting to happen.
