Incredibly, the Defense Department has a response if zombies attacked and the armed forces had to eradicate flesh-eating walkers in order to "preserve the sanctity of human life" among all the "non-zombie humans."Depends on how you define "zombie". The plan itself is probably pretty flexible, just replace "zombie' with "Tea Party" and your plan of action is still in place.

It’s too late and the plan doesn’t work. The zombies are already in control of Washington, D.C. and most northern cities. They have infiltrated the military and are seeking to establish complete control throughout the heartland. Fortunately, this strain of Zombie sp. doesn’t actually eat the victims brain; they simply homogenize it with public education and inject toxins as they need too for populace control thus creating new ranks of fellow zombies. The only known antidote is communicating truth and, as of the time of this writing, they essentially control the major information outlets in the country and throughout the world.

If I were teaching in a war college, I'd be having the class do this as an exercise, the same way I'd have invasion plans for Canada (both ways, them invading us and vise-versa). The advantage over a more realistic scenario is that they can explore a wider scope of options and capabilities than they can on a situation that is too real, too close to home.
They aren't as constrained by what they know and think they know. (Before WWII it was assumed that Japanese couldn't be effective pilots because they had no sense of balance!)
