Can some legal type individual answer the following questions:

1. Was an illegal act perpetrated?
2. Can this construed as negligent manslaughter?
3. If prosecuted would this be in Federal Courts and or
State and County courts.
4. Since top managers received bonus money based on
falsified wait times times are they guilty of theft,
fraud and or embezzlement?

I forgot to add that if I purposely neglected my child (now grown) and caused his death by neglect, I sure as hell would be prosecuted by the State of Texas. I would go to jail for sure. What the hell is the difference in this verses what the VA administration did?

The answer to all of these questions is the same....

If we lived in a society that was ruled by law...YES
If we lived in a society that was ruled by the whims of men...IT DEPENDS
