Benghazi involves providing weapons to an Al Quaida affiliate, or in other words, capital treason.
So, politically, yes the IRS scandal is a bigger deal. Legally, no it's not.
If Obama was behind the IRS targetting conservative groups, he should be impeached. This is far worse than Benghzi, which is more akin to Iran-Contra.
