Aren’t these situations covered in some sort of contract, before we become totally dependent on someone?
I would never have thought we were just winging it in space, and that we could be switched off at Russia’s whim, if something international came up.

No, there is no contract that could or would stand up to an aggressive international foe. This is why Teddy Roosevelt would say, 'Talk softly but carry a big stick'. It ultimately comes down to the, 'Big Stick'.
