Russia is corrupt. Ukraine is a little bit more corrupt. One could list the corruption in both countries.
Business Insider lists Russia as the 127th most corrupt country and it lists Ukraine as the 144th most corrupt country.
And that was in 2013, under the Putin puppet, Yanukovich.

Ukraine has been a semi-fallen mafia state mainly due to Russian influence over there. Most people don't know that but vast majority of post-Soviet space stayed under control of Kremlin, the only post-soviet countries which shook it off for good are Baltics (largely due to NATO and EU membership, EUnuchs are shit but compared to being in Russian sphere of influence it is a huge improvement) Georgia and Moldova have been trying but haven't succeed yet, Ukraine is trying to do it now and Kremlin is furious. Others are either run by Soviet clowns or by mafia types or both (that shithole in Moldova is a good example). Russia has been installing and supporting corrupted regimes across post-soviet territories for the past +20 years, that is simply the Russian way, Russian influence over Ukraine made it to look like Russia just without oil & gas revenues, basically what Russia looked like in 90’s before the oil & gas prices surged.
