And if they put missiles or bombers in Latin America? And there is always Cuba.
They already have ballistic missile subs off our coasts. Land bases are superfluous, except to deter invasion. No Latin American country is going to offer up its people as a human sacrifice, and even if all of them did, what's the point? Subs can get closer and are not subject to being overrun by local troops, which will happen if locals disagree with Russian policies. Cuba offered to host the missiles because it was afraid (and for good reason, at the time) that the US would invade.
And when I say the locals disagree with Russian policies, I mean if the Russians attempt to use them for anything other than preventing American invasion of the countries in which the missiles are based. The fact is that basing these missiles outside of Russia makes them a lot easier to disable, given that locals can be cajoled, bribed or threatened in a way that Russia cannot.
