for the most part, you're correct..famine was always one season away; Stalin mfg. the Ukrainian one.
(iirc) the NEP; kept most of the land, in the hands of the industrious farmers (Kulaks) and out of the
collectivists' control..the NEP (capitalism) was, successful, but short-lived..the gangsters took over.
