If I recall correctly Santa Barbara wound up in a high rad fallout area when I started fiddling with the wind directions on the maps.
A lot also depended on whether you chose an air burst and specific altitude, or a ground burst.
The ground bursts did not have as wide an area of total destruction but they were a lot dirtier down wind.
