Well, if it *has* to have cultural roots, then I suppose Louisiana would be the place to construct a 21st-century guillotine. Get the prisoners at Angola to help out with the project.

Coat all the metal with an industrial non-stick surface and build in a car wash-like rinsing system. Maybe even add an oversized skeeball rig to catch the heads.
