I think it was a conspiracy to let soldiers die and Stephens was expendable, when things went wrong. There was gun running, missiles stolen, and the Muslim Brotherhood, an arm of Al Queda, were getting weapons from this group of traitors. Fast and Furious... Middle Eastern style.
The problem is that until there are some Senators/Reps with ba&%s, at least enough votes, all the evidence in the world will not get them arrested or convicted. There are so many skeletons in the closets of those who have the authority, that the blackmail from the info at the NSA will keep a lot of mouths shut out of fear. Integrity/honesty/courage have been lost.
