I think, if I recall correctly, the folks involved were “asked” to sign disclosure letters keeping them from speaking out. At the risk of their jobs, pensions, futures. Only implied of course. Never stated. Can a panel override these disclosure requirements?

People sign non disclosure agreements all the time. But all bets are off when they are on the stand and under oath. The choice is to testify or go to jail for contempt.
