The answer would seem self evident. If 0bungles had issued a CBA order the military would have sent assets in. It is beyond credulity to think that he issued CBA permission and no one acted on it.
I’m not so sure.
Obama has methodically removed most of the military leaders who are opposed to him .. leaving people in charge of military units who will do whatever Obama wants.
If you don’t believe that .. you haven’t been paying attention.
But .. my guess is he didn’t sign it .. knowing his new military people would not go against him.
