The Branch Davidians were armed with an arsenal of long guns and may or may not have started the gun battle:

ATF agents had a search warrant, and Branch Davidians refused to let them enter. The rest is history. Amusingly enough, ATF agents had less ammo than the Branch Davidians:

We were running out of ammunition. The Davidians, however, had plenty." After the ceasefire, the Branch Davidians allowed the ATF dead and wounded to be evacuated and held their fire during the ATF retreat.Waco was a mistake caused by an overzealous Janet Reno, but it's not as if the Clinton administration abolished freedom of speech and freedom of assembly. Besides, even if rebels had overthrown Clinton for abolishing both, it would not have been a good excuse for Russia to jump in and start annexing parts of the US.
