Only to Americans. No foreign investors and no incumbent politicians.
Once more it does not matter whom they sell the land to, as long as its not the Federal Government, that land will once again and forever be subject to State & local law & taxation.
That means everyone is the same.
Freaking out about who buys the land is rediuless anyway because even if they did sell only to American citizens, there is nothing to stop such Americans from either managing the land on behalf of china(as we do in Mexico who does have such land ownership laws) , or turning around and selling it to china.
So frankly IT DOESN’T MATTER who you sell the land to and There is nothing you can do about it even if it did matter!
