If you’re going to build one, the bulk of the costs is just building it. Anything you have added to it usually only adds a fraction to the initial expense.
Having said that, building a pool seems a bit much because, unless you plan on storing the amount of water to refill this pool several times, you will run out of water relatively quickly and then it just becomes a pit and possibly a dangerous one at that.
But I think a movie theatre is a good idea if you have a large library at the time you have to enter your bunker.

Shelter should be well stocked with Montesquieu/Locke/DeToqueville/Madison/Jefferson/etc for reading and study while underground, and then applied when returning above ground. A great number of lessons learned to bear in mind to improve and/or not repeat mistakes.
