It was never a law and it was specifically promised in 1964 that no such policy would ever be pursued as a result of the 64 Civil Rights Act.
It was the result of an Executive Order - EO11246 - in 1965, and the deliberate abuse of power by a bureaucrat in the EEOC who wrote the enabling regulations...which are not law, but rather "rules".
It took 40 years and hundreds of lawsuits to even put a dent in it, and the fight is far from over.
So much for "democracy".
