You are correct; the “need” for the militarized police, or the present justification for them, would go away. But the police themselves would not, and a new justification for their existence would be created.
In fact, the “war on drugs” is in itself proof of this. While marijuana had been illegal before 1935, there had not been much effort to enforce any of the laws. In 1935, all of that changed and the “war on drugs began in earnest. Why then? Because between 1922 and 1933 armies of police had been hired to enforce Prohibition. But in 1933, that justification for their existence was eliminated. The officers needed something to do so “Reefer Madness” was filmed, and the rest is history.
