It is when the note contains a tangible threat, which is arguably true in this case. Likewise, it is directed at these students in particular, because of their religion, which is arguably a hate crime.
And, if this was done at the behest, incitement, or cooperation of a group, this may open the door to civil litigation based on conspiracy.
Many of the laws involved were originally written against the Ku Klux Klan, so if there is tangible evidence, like fingerprints and a video recording, the balance of the law, both civil and potentially criminal, is in favor of the victims.
Threats targetting Jews based on race sounds like a hate crime to me.
It’s a shame that no one evicted blood from these thugs by way of a broken nose. This isn’t a ghetto. You don’t get to tell Jews where to live and that they need to flee based on the whims of those who hate Jewish sovereignty.

Bet it is, it’s a violation of NYU policy to distribute flyers without authorization. Likely a violation of federal regulations regarding funding to target students by religion, which is why the group (and some in the administration) contend there are not being distributed to Jewish students. They’re for everyone, they just coincidently go mostly to Jewish students. At other universities they’re said to be accompanied by pictures of jihadists with knives, which isn’t intimidation. NYU will do nothing about this, neither will anyone else, but they should be called out.

I just did quite a bit of reading about these organizations at the links and learned a lot.
I was especially interested in the Irvine11 case,about which I knew nothing.
I was in high school when Israel was founded and we were all elated. My,how things have changed.

I wasn't ex-uterus quite yet, but for all the credit Truman gets for recognition, forget embargoing arms to Israel, it's consistant with things I've read. And it's worth noting that at that time, though the Nazi extermination of Jews was known, I don't think it was that big an issue. Support of an emerging Jewish state, in 1948, an interesting thing for Americans to have supported. Americans, not the American government.
